Even though all the jivas came from Lord Krishna, being the part and parcel of Bhagavan, every jiva has free will and hence has independence as Bhagavan Himself has. However, due to the weakness and minuteness of the jivas, they are susceptible to fall under the power of maya who is in-charge of all the material worlds. While Bhagavan is in control of this maya (his inferior energy), some jivas fall into maya as victims. While other jivas who are lucky go up to the spiritual world, others who are attracted by His maya, fall down to the material worlds.
The fallen jivas (also called baddha Jivas) thus get caught into the seemingly never ending samsara ocean by repeatedly going through birth, disease, old age and death. But Bhagavan wants to help them so that they all can get back to His spiritual abode. However, Bhagavan cannot force against their free will and freedom.
TWhile wandering through so many brahmandas born and dead innumerable times, the baddha jivas may get spiritual knowledge that the material worlds are actually full of miseries and they seek help. These jivas slowly and genuinely get attracted to holy scriptures such as Bhagavad Gita and Vedas. These jivas perform pious activities related to making these sadhus happy. These activities could be done knowingly or even unknowingly and accrue sukritis.

bhāgyavān jīva
guru-kṛṣṇa-prasāde pāya
bhakti-latā-bīja … (CC. Mad 19.151)
“According to their karma, all living entities are wandering throughout the entire universe. Some of them are being elevated to the upper planetary systems, and some are going down into the lower planetary systems. Out of many millions of wandering living entities, one who is very fortunate gets an opportunity to associate with a bona fide spiritual master by the grace of Kṛṣṇa. By the mercy of both Kṛṣṇa and the spiritual master, such a person receives the seed of the creeper of devotional service.”
When these sukritis accrue to some level (bhagyavan – lucky), Lord Krishna who is residing as paramatma in their hearts sends a sadhu (guru). Without these accrued sukrti jivas cannot come to a genuine path leading back to Bhagavan. As only very few jivas accrue sukrti, only very few jivas come to the genuine path of bhakti which is Krishna Consciousness.
For all other jivas it takes time to accrue the necessary sukrits and then sadhus will be sent by Lord Krishna. Only with the help of sadhus the jivas can develop sraddha (faith in guru and sastras) which are essential to get into bhakti yoga. Otherwise, cheated by so many modern religions they are basically controlled by maya and drowning deep into ignorance! Even when a sadhu explains about Krishna Consciousness, the baddha jivas will not be able to understand it, because they do not have enough sukrti, and are living as karmis going to hell, heaven and earth like worlds again and again.
Baddha jivas with no sukrti are under maya. Here is a relevant poem in our Gokul Bhajan.
